The food industry is a traditional livelihood industry that "for the benefit of the tillers and the benefit of the eaters". It plays an important role in implementing the strategy of manufacturing a strong country and promoting the construction of a healthy China. At present, China's economy has entered a new normal, supply-side structural reform is in a critical period, and the construction of a well-off society is in a decisive stage. In order to implement the development concept of "innovation, coordination, green, openness and sharing", implement the outline of the 13th five-year Plan for National Economic and Social Development, accelerate the development of the food industry, promote the transformation and upgrading of the food industry, and meet the safe, diverse, healthy, nutritious and convenient food consumption needs of urban and, promote agricultural efficiency, increase farmers' income, and rural development, and cultivate and form new drivers of economic development. We now put forward opinions on the development of the food industry during the "13th Five-Year Plan" period.
1. status and situation
During the "Twelfth Five-Year Plan" period, the development of the food industry has made outstanding achievements. Mainly manifested in: First, the scale of the industry continues to grow, the pillar status continues to improve. In 2015, 39647 food industry enterprises above designated size achieved main business income of 11.35 trillion billion yuan, an increase of 87.3 percent over 2010, with an average annual growth rate of 13.4 percent; the proportion of main business income in the national industry increased from 8.7 percent in 2010 to 10.3 percent. Second, the system of standards and regulations has been continuously improved, and food safety has maintained a good level. The Food Safety Law was revised and 501 new national food safety standards were issued. The establishment of food safety demonstration cities and agricultural product quality and safety demonstration counties has achieved remarkable results, and the ability and guarantee level of food safety risk monitoring have been gradually improved. In 2015, the qualified rate of national food quality and safety supervision and sampling inspection reached 96.8. Third, positive progress has been made in scientific and technological innovation, and the level of technical equipment has continued to improve. A number of key common technologies have been broken through in the fields of food non-thermal processing, packaging materials, and online monitoring. Some of the achievements have reached the international advanced level, and the ability of independent innovation has been significantly enhanced. The technological progress of equipment in key areas such as slaughter and processing, beverage filling, and dairy processing has been accelerated, and the level of informatization and intelligence has been continuously improved. Fourth, the coordination of regional development has been enhanced, and the level of green development has been continuously improved. The eastern region continues to be in a leading and dominant position. The central region uses agricultural resource endowments to promote the rapid development of the food industry, and the proportion of the added value of the food industry in the central and western regions increases. The food industry has vigorously developed a circular economy, further improved the level of comprehensive utilization of resources, and achieved positive results in energy conservation and emission reduction.
However, there are still some outstanding problems in the development of the food industry: First, there is still a gap between the level of food quality and safety and the expectations of the people. The problem of source pollution is prominent, some edible agricultural products have excessive use of agricultural and veterinary drugs and abuse of additives, the construction of food cold chain logistics lags behind, quality and safety problems occur from time to time in the process of food production, processing and sales, and hidden dangers of food quality and safety still exist. Second, the effective supply of high-quality food is insufficient. With the upgrading of food consumption structure and changes in lifestyle, consumers pay more attention to the convenience, nutrition and safety of food, but the supply of high-quality food does not match the market demand, so it is difficult to adapt to the changes in consumption. There are not many independent well-known brands trusted by consumers. Third, the ability of scientific and technological innovation is not strong. The basic research of food industry is weak, the combination of production, teaching and research is not close, and the processing technology reserve is insufficient. Major technologies and high-end equipment rely on imports, and the level of independent research and development is low. Fourth, the level of circular economy development is low. The comprehensive utilization rate of by-products in some industries is not high, and the unit energy consumption, water consumption and pollutant discharge of some products are still high, and the pressure of energy conservation and emission reduction is increasing.
In the coming period, food industry development challenges and opportunities coexist. From an international perspective, the recovery of the world economy is weak, and food multinational groups have accelerated their global layout and continuously improved their core competitiveness, which has brought certain impacts and challenges to the development of my country's food industry. On the other hand, with the in-depth promotion of the "Belt and Road Initiative" strategy and the signing of various international trade agreements, the foreign investment environment has been continuously improved, which is conducive to China's food enterprises to speed up the implementation of the "going out" strategy. From a domestic perspective, China's economy has entered a new normal. On the one hand, growth expectations are slowing down, and the comprehensive costs of manpower, land, and environmental resource protection continue to rise. It is more difficult for the food industry to maintain rapid development. On the other hand, food consumption demand shows a rigid growth trend. With the upgrading of consumption structure, consumers have higher requirements for food nutrition and health, and brand awareness continues to increase. The development model of the food industry will change from quantitative expansion to qualitative improvement.
General 2. requirements
(I) guiding ideology

Give full play to the supporting role of scientific and technological innovation, focus on promoting original innovation, integrated innovation, introduction, digestion, absorption, re-innovation and innovation demonstration in the food industry, promote the industrialization of innovation results, accelerate management innovation and business model innovation, and actively cultivate new industries and new formats.
Intensive efficient, green cycle. Focus on resolving excess capacity and accelerate the cultivation of advanced capacity. Vigorously develop a circular economy, improve the level of intensive processing and comprehensive utilization of by-products, promote clean production and energy conservation and emission reduction, promote green food manufacturing, improve energy efficiency, and realize the harmonious development of the food industry and the ecological environment.
Coordinated promotion and integrated development. Accelerate the in-depth application of a new generation of information technology in the food industry, and improve the quality of industrial development and management. Improve the food industry chain, promote the transformation and upgrading of the food industry and the integration and interaction of related industries, and promote the integrated and coordinated development of primary, secondary and tertiary industries.
Internal and external co-ordination, open cooperation. Make overall use of both international and domestic resources, build an import guarantee system with diversified channels and stable supply, support food companies to "go global", strengthen cooperation with countries along the "Belt and Road", promote the formation of a mutually beneficial pattern, and enhance the open development of the food industry Level.

By 2020, the level of large-scale, intelligent, intensive and green development of the food industry will be significantly improved, and the quality and efficiency of supply will be significantly improved. The scale of the industry continues to grow, the industrial structure continues to be optimized, and the main business income of food industry enterprises above designated size is expected to grow at an average annual rate of about 7%; the innovation ability is significantly enhanced, the level of integration of the "two modernizations" is significantly improved, new technologies, new products, new models, New business formats continue to emerge; the level of food safety assurance has been steadily improved, and the standard system has been further improved; resource utilization and energy conservation and emission reduction has achieved, energy consumption, water consumption and the discharge of major pollutants have further declined.
3. main tasks
(I) improve the supply structure and improve the quality of supply
Optimize product structure. Actively promote the industrialization and large-scale production of traditional staple foods and Chinese dishes, and deeply explore local specialty foods and traditional Chinese foods. Carry out food health efficacy evaluation, accelerate the development of infant formula foods, elderly foods and functional foods that meet the needs of specific populations, support the development of health care foods, research and develop functional proteins, functional dietary fiber, functional glycogen, functional oils, Probiotics, bioactive peptides and other health and health foods, and carry out application demonstrations.
Improve product quality. Further improve the standard system, accelerate the clean-up and integration of national food safety standards, carry out standard formulation (revision) of key varieties and fields, and promote the integration of food additives and other standards with international standards. Encourage localities to improve local food standards according to actual needs, and guide enterprises to establish and improve the standard self-declaration system. Strengthen the main responsibility of food producers and operators, and promote the establishment of their own food safety system norms. Guide enterprises to establish a food safety traceability system, build a quality traceability information platform based on identification analysis and other technologies, and form a traceability system and responsibility mechanism that can be queried, controlled and investigated for food quality and safety in upstream and downstream industries. Encourage enterprises to organize production in accordance with good production and operation standards, and implement food safety management systems such as hazard analysis and critical control points. Establish and improve the food safety integrity self-discipline system, explore the establishment of food industry enterprise integrity files, and guide food industry enterprises to operate in good faith in accordance with the law.
Strengthen brand building. Guide enterprises to enhance brand awareness, encourage food enterprises to strengthen brand building, consolidate the foundation of brand development, enhance product added value and soft power, and build a century-old food brand. Innovate business models, strengthen docking with large e-commerce brands, and broaden sales channels. Promote the inheritance and upgrading of Chinese time-honored brands and local time-honored brands of food, and develop new products that adapt to changes in market demand. Encourage well-known food brand enterprises to carry out international exchange activities, build overseas marketing channels, support brand enterprises to participate in international exhibitions and sales, and open up overseas markets. Actively tap new brand resources, and gradually form a number of products and well-known enterprises with strong brand influence.

Optimize regional layout. Encourage the central and western regions to make full use of local advantageous resources and consolidate the status of the food industry as a pillar industry. We will support the development of the food industry in Northeast China, vigorously develop green and high-quality food, and build it into a pillar industry supporting the revitalization of the old industrial base in Northeast China.
Promote the construction of characteristic food processing demonstration bases. In areas rich in raw material resources, select a group of food industry parks that have begun to take shape and have outstanding local characteristics, led by well-known brands and leading enterprises, and carry out food R & D innovation, testing and certification, packaging and printing, cold chain logistics, and talent training, The construction of a modern food industry demonstration base integrating industrial tourism, central heating, and centralized sewage treatment will improve the level of infrastructure and public services, to enable the development of related enterprises, intensive use of land, product quality centralized supervision, and promote the transformation and upgrading of the food industry.
Promote green manufacturing. Explore resource-saving and environment-friendly sustainable development models for the food industry, support the recycling transformation of food processing parks, guide enterprises to build green factories, and accelerate the application of high-efficiency energy-saving and environmental protection technology equipment such as water-saving, energy-saving, and grain-saving. Strengthen the recycling of resources, encourage enterprises to strengthen the secondary development and utilization of by-products, and improve the level of comprehensive utilization of resources. We will strictly implement the relevant national policy of "de capacity" and speed up the elimination of backward production capacity with serious pollution and excessive energy and water consumption in accordance with the law.
Strengthen the construction of industrial chain. Support backbone food enterprises to extend the industrial chain, and promote the integration and development of raw material production, processing logistics, marketing and other links. Encourage food enterprises to develop order agriculture, promote the specialization, standardization, large-scale and high-quality production of raw materials, and establish a stable production base of food raw materials. Improve the food cold chain logistics construction and operation standards, improve the efficiency and level of cold chain logistics.
(III) Strengthen Innovation Drive and Accelerate the Integration of "Two-way"
Strengthen the main position of enterprise innovation. Improve the market-oriented mechanism of technological innovation, highlight the dominant position and leading role of food enterprises in innovation, and create a number of innovative food leaders with international competitiveness. We will improve the funding mechanism conducive to enterprise innovation, support qualified enterprises to set up high-level R & D institutions, build a technological innovation system with enterprises as the main body and integrating production, teaching, research and application, and guide all kinds of innovation elements to gather in enterprises. we will continue to enhance the driving force, vitality and strength of enterprise innovation, and improve the level of collaborative innovation.
Promote the development of industrial science and technology. Focus on food processing and manufacturing, machinery and equipment, quality and safety, cold chain logistics, nutrition and health and other major areas, through the implementation of national key research and development plans, from basic frontier, major key common technologies to application demonstration of the whole chain innovation design, strengthen the original innovation ability, rely on scientific and technological innovation to promote the sustainable and healthy development of the food industry.
Improve the innovation service system. Focusing on basic food research, major technology application, key equipment autonomy, and industrial development of innovative achievements, we will strengthen technological research and speed up breakthroughs in key common technologies in food manufacturing, circulation and other fields. Build a resource sharing, open and cooperative innovation platform system based on national innovation platforms and various food technology innovation center such as local and enterprises. Encourage the development of research and services on the laws, policies, standards, and trade rules of the target country, support powerful companies to enter the field of overseas food processing and research and development through mergers and acquisitions, joint ventures, etc., expand marketing networks, and deeply integrate into the global food industry chain.
Increase the level of "introduction. Combining with the transformation and upgrading of the food industry, support enterprises to introduce foreign food industry intelligent, intensive green manufacturing technology and equipment, encourage foreign investment to enter the fields of nutritious and healthy food manufacturing, natural food additive development and production, and comprehensive utilization of food processing by-products, and cooperate in research and development of new technologies, New products, new equipment. Improve food safety supervision and technical support capabilities. Strengthen food safety emergency response capacity, improve the emergency response and investigation mechanism. Strengthen the construction of grass-roots supervision capacity, improve the standardized allocation rate of law enforcement equipment of grass-roots food safety supervision institutions, and effectively improve the infrastructure conditions at the grass-roots level. Determine the scope of charges in accordance with the law, standardize service charges, reasonably reduce operating service charges, and clean up all kinds of unreasonable charges. Strengthen the supervision of market, price, safety and other aspects to form a pattern conducive to the healthy development of enterprises, industries and industries.
