Next, I would like to introduce two aspects to you. One is the results of food safety supervision and sampling in 2017. The second is the 2018 food safety supervision and sampling plan.
 
1. on Food Safety Supervision and Sampling Inspection in 2017
 
In 2017, the Food and Drug Administration conscientiously implemented the "four strictest" requirements, and carried out large-scale quality and safety sampling inspections in accordance with the problem-oriented work deployment. It organized random inspections of 233300 batches of food samples nationwide, and the overall average sampling pass rate It was 97.6, an increase of 0.8 percentage points from 2016. Sampling results show that China's food safety situation is generally stable and good.
 
First, the overall pass rate of bulk consumer food remains high. Residents' daily consumption of grain, oil, vegetables, meat, eggs, milk, aquatic products, fruits and other bulk foods remained above 97.5 percent. For example, the sampling pass rate of egg products was 99.3 per cent, dairy products 99.2 per cent, food products 98.8 per cent, aquatic products 98.1 per cent, vegetable products 98.0 per cent, edible oil and its products 97.7 per cent, and meat, eggs, vegetables, fruits and other edible agricultural products 97.9 per cent.
 
Second, the qualified rate of large-scale production and operation enterprises continued to increase. In 2017, the sample sampling pass rate of large-scale production enterprises was 99.6, and the sample sampling pass rate of large-scale operating enterprises was 98.7, both 0.6 percentage points higher than 2016, and 2 percentage points and 1.1 percentage points higher than the overall average.
 
Third, the qualified rate of infant formula food that everyone is concerned about has increased. In 2017, the qualified rate of infant formula milk powder sampling inspection was 99.5, 0.7 percentage points higher than that in 2016. The unqualified items mainly focused on labels.
 
Fourth, the prominent food safety problems are gradually reduced. The problem of illegal addition of non-edible substances has been gradually curbed. For example, "melamine" in infant formula milk powder has been "zero" detected by relevant departments for 9 consecutive years; "Sudan red" in egg products has not been detected for 4 consecutive years.
 
Judging from the problems found in the sampling inspection, the overall unqualified rate of food sampling inspection in 2017 was 2.4. First, microbial contamination exceeded the standard, accounting for 32.7 per cent of the unqualified samples; second, food additives were used beyond the scope and limit, accounting for 23.9 per cent of the unqualified samples; and third, the quality indicators did not meet the standards, accounting for 19.9 per cent of the unqualified samples. Fourth, pesticide and veterinary drug prohibition and residues do not meet the standards, accounting for 9.6 of the unqualified samples; Fifth, heavy metal pollution exceeded the standard, accounting for 8.0 of the unqualified samples; Sixth, organic pollution exceeded the standard, accounting for 2.0 of the unqualified samples; Seventh, biotoxins exceeded the standard, accounting for 1.1 of the unqualified samples; Eighth, non edible substances were detected, accounting for 0.3 of the unqualified samples. In addition, other problems accounted for 2.5 percent of the nonconforming samples.
 
The food and drug regulatory authorities at all levels promptly checked and disposed of the substandard food and enterprises found in random inspections, transferred 278 cases of clues to the judicial organs, and ordered them to be removed from the shelves and sealed up and recalled 1108 tons of substandard food. 2. About 2018 Food Safety Sampling Plan
 
Safe food is the people's growing basic need for a better life. Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, the food and drug regulatory system will focus on the major deployment of "implementing the food safety strategy so that people can eat at ease" put forward by the 19th CPC National Congress, in view of the current risks and hidden dangers of food safety, in accordance with the requirements of the "four strictest", we will continue to step up sampling inspection and monitoring, and investigate and deal with substandard products and enterprises with them with them in a "zero tolerance" zero tolerance, strive to ensure the "safety on the tip of the tongue" of the people.
 
Recently, the General Administration has issued the 2018 food safety sampling plan. The total number of sampling tasks nationwide is 1.3505 million batches, of which 255500 batches are organized by the state, 265000 batches are organized by the provincial level, and 830000 batches are organized by the city and county levels. In order to improve the detection rate and disposal rate of sampling problems, improve the efficiency of sampling inspection and the level of targeted supervision, we adhere to six principles in the formulation of sampling inspection plan.
 
One is problem oriented. Focus on the concerns of the masses, highlight key projects such as agricultural and veterinary drug residues, focus on key varieties with high risk and large consumption, target large wholesale markets, campus and other key areas, and increase random inspections.
 
The second is extensive coverage. Efforts should be made to realize the supervision and sampling inspection covering different areas such as urban, rural and urban-rural areas, covering in-production certified food production enterprises, covering all food varieties, covering production and processing, circulation, catering, network sales and other different formats.
 
The third is to complement each other and combine inspection and control. On the basis of planned random inspections, special random inspections will be organized in a timely manner based on daily inspections, previous random inspections, seasonal hot sales, public opinion hotspots, and sudden food safety issues. Combined with the problems found in daily supervision such as flight inspection and system inspection, as well as the progress of new laws and regulations and food quality and safety improvement actions, timely adjust the sampling inspection tasks.
 
Four is scientific norms. On the existing basis, expand the pilot scale of evaluation sampling, determine the sampling task according to the population size, and adjust the matching task appropriately in respect of local reality. Encourage the use of new technologies to innovate sampling methods and methods, and carry out sampling work in strict accordance with relevant laws, regulations and standardized systems.

From the data just released, combined with the situation of random inspections in recent years, the current food safety situation in my country is generally stable and improving, but there are worries in the good. Therefore, we should not only have full confidence in China's food safety situation, but also should not be taken lightly. Director Bi Jingquan has said on many occasions that he wants to "see two things".
 
First, we must see positive changes in the food safety situation "steady and good.
 
First, from the overall level, the qualified rate of food sampling has risen steadily and has been at a relatively high level. The Food and Drug Administration was established in 2013, and a new sampling system was established in 2014. With the increase of investment, the total number of samples expanded from 170000 batches to 233300 batches last year. The sampling pass rate was 94.7 percent in 2014, 96.8 percent in 2015, 96.8 percent in 2016, and 97.6 percent in 2017, an increase of 0.8 percentage points over 2016, 2.9 percentage points over 2014, and nearly 1 percentage point per year. Both the overall level and the speed of promotion are relatively high.
 
Second, from the perspective of food types, it shows three characteristics of "high rise. First of all, the high pass rate of bulk consumer food rose. In 2017, the qualified rate reached 99.5, which is 2 percentage points higher than that in 2014. It is the highest qualified rate among all bulk foods at present. Third, from the perspective of risk control, the more prominent food safety problems in the past have been gradually solved. For example, through continuous special rectification, the problem of illegal addition of "melamine" and "Sudan red" has been basically curbed. For another example, although the problem of using food additives "beyond the scope and limit" is still the main problem in the field of food safety, the problem of "two super" in 2017 decreased by 0.6 percentage points compared with the previous year. Although there is no "zero risk" in food safety, one solution will be one less.
 
These positive changes show that my country's food safety is generally guaranteed, the risks are controllable, and the trend is turning for the better. We should have confidence.
 
Second, we must see the complex and severe situation of food safety.
 
The sampling results in 2017 also reflect that the current food safety is still in a period of prone and prone to problems. For example, the problem of microbial pollution is still relatively common; the stubborn diseases of illegal use of additives and illegal addition still exist; the main responsibility of some enterprises is not in place, and unqualified samples have been detected many times, and the quality indicators do not meet the standards; pesticides, veterinary drugs, heavy metals, The problems of organic pollutants and biotoxins exceeding the standard gradually emerged. These problems are related to the stage of historical development in which our country is located.
 
What needs to be emphasized here is that although the unqualified rate of sampling inspection is only 2.4, due to the large volume of food in our country, the corresponding number of unqualified products is not small. For food safety issues, even if 0.01 percent of the unqualified falls on any one person, it may be 100 percent unsafe. Therefore, in terms of supervision, we always adhere to "zero tolerance".
 
Among these problems, although microbial contamination is more common, because bacteria are everywhere, this requires companies to strictly control environmental sanitation and not allow food to be contaminated. In addition, we have good eating habits, and cooking food thoroughly can also prevent risks. On the other hand, the problem of "two super and one non" needs to maintain a high-pressure situation and form a deterrent of "dare not" breaking the law and regulations. The problems of pesticides and veterinary drugs exceeding the standard, heavy metals exceeding the standard, and organic pollutants exceeding the standard are closely related to our industrialization process, agricultural production methods, especially the environmental pollution of the producing areas. It takes a process to solve them. This is the current risk challenge facing food safety supervision. We need to attach great importance to it, and we also need to make efforts by each of us.
 
Third, to solve the current problems facing food safety, we must insist on both "production" and "management. Only "strict control" can "produce well". In 2017, we continued to increase the intensity of "management" and urged enterprises to implement their main responsibilities to make "production" safer. The following measures were mainly taken. The first is to reform the licensing and approval system. The purpose of implementing the registration management of product formula for infant formula milk powder is to solve the problem of excessive quantity of product formula and guide enterprises to devote their energy and resources to improving product quality and safety. Up to now, 1040 infant formula milk powder products have been approved. The second is to carry out a large-scale investigation of hidden risks. On the basis of strengthening daily supervision and inspection, last year we deployed the system inspection of infant formula milk powder and carried out flight inspection of large and medium-sized enterprises. These inspections are to urge enterprises to implement the main responsibility and maintain the continuous compliance of the production and operation process of enterprises. The third is to carry out a major rectification of outstanding problems. Four is to carry out the catering industry quality and safety promotion action.
